Honeycomb is assisting our public sector client with the requirement of a Procurement Officer to be based 2 days per week in Carrickfergus or Ballymena. Temporary ongoing contract, strong hybrid package.

The Client: This organisation operates with a large corporate services directorate. Throughout its' functionality the client depends on the fulfilment of a large procurement led agenda which are time bound as business critical. With the current workload increasing, this is the perfect opportunity to bring on an experienced procurement officer to support Senior Management. This ongoing temporary post will be reviewed in March 2023 in line with strategic plans. 37 hours per week. Awardship of banding scale is dependant on applicable experience. Hybrid package, £33,820 - 35,411.

The Role: Reporting to the Head of Digital Innovation & IT, duties will include but not be limited to the following:

  • Responsible for the effective and efficient operation of the tendering and quotation process including reviewing and agreeing the procurement documentation, comprising the specification, overseeing evaluation, preparing reports to provide recommendations of tenders to the appropriate Committee, SMT and OMT and debriefing successful and unsuccessful bidders of tenders and quotations.
  • Provision of procurement advice and training to other officers, Heads of Service and Directors on procurement policy and procedures.
  • Responsible for the creation, maintenance and review of a portfolio of goods, supplies and service contracts and the operational management of contract database.
  • Supervision of the procurement trainee / administration staff to ensure the efficient and timely processing of all procurement activity, including the provision of training on procedures as and when required.
  • Manage and maintain Procurement information on the intranet and internet sites, such as Procurement Policy, tenders and contracts, standard templates for quote and tender documentation, etc.
  • Liaise with external professional Procurement bodies regarding the procurement of goods and services to identify potential collaborative purchasing opportunities.
  • Assist in the development, implementation and review of Strategic Procurement Policy and Procedures.

The Person:

  • A minimum of 2 A Levels (grade A-C) or equivalent and 5 GCSEs (grade A-C) to include Maths and English or relevant qualifications.
  • Possess or be working towards membership of the Chartered Institute of Purchasing and Supply (CIPS).*

Have two years' experience in a procurement officer role in a public sector environment, to include:

  • Experience of drafting procurement policies and guidance notes
  • Experience of participating in the development and implementation of training guides and documentation
  • Experience of applying procurement procedures and managing procurement processes to include tenders and quotation processes

OR

If you do not possess or are not working towards membership of the Chartered Institute of Purchasing and Supply*, have four years' experience in a similar public sector role, to include:

  • Experience of drafting procurement policies and guidance notes
  • Experience of participating in the development and implementation of training guides and documentation
  • Experience of applying procurement procedures and managing procurement processes to include tenders and quotation processes

Desirable;

  • Hold a recognised third level qualification, in a discipline relevant to business management, law or corporate secretarial functions.
  • Have one year's experience of managing/supervising a team.
