Honeycomb Jobs is delighted to be working with a public sector client, to recruit for a temporary Housing / Property Officer (Public Sector, HMO Licensing & Enforcement), temporary contract with strong longevity. Belfast (hybrid).

The Client: This organisation operates in accordance to compliance measures with respect to the delivery of all legislative requirements associated with the 'Houses in Multiple Locations' (HMO) Scheme across Northern Ireland.

The Role:
To be responsible to the line manager for the effective and efficient performance of the duties relating to licensing and enforcement of the HMO Licensing Scheme

Duties will include but will not be limited to:

  • To undertake, inspections, surveys, site visits, interviews and research work in relation to any of the service's statutory enforcement roles when delivering the HMO licensing and enforcement scheme throughout all Council areas in Northern Ireland, including the requirement to carry out such duties outside of normal core hours
  • To assist with the monitoring and actioning of complaints relating to anti-social behaviour (ASB) and environmental quality matters linked to licensed HMO premises to ensure the HMO owner is adhering to his/her obligations in this regard and to prepare reports and provide evidence in circumstances where it may be necessary to take necessary enforcement action
  • To assist with the monitoring and actioning of complaints relating to unlicensed HMOs and to prepare reports and provide evidence in circumstances where it may be necessary to take enforcement action.
  • To support working closely with elected representatives to resolve local environmental and antisocial behaviour problems.
  • To ensure all relevant administration is completed in a timely manner in relation to licensing and enforcement activities, including the drafting of inspection reports and letters, remedial works for HMO applications and inspections, assisting with the issuing of warnings and notices (including FPNs), summonses, the preparation of witness statements and affidavits and representation at court on behalf of the council.

The Person

To be considered for the next stage of shortlisting - applicants must, as at the closing date for receipt of applications, either:

  • have a third level qualification in a relevant waste management, law or environmental related subject or equivalent qualification; and be able to demonstrate, by providing personal and specific examples on the application form, at least ONE year's relevant experience in each of the following two areas:
  • legislative enforcement and application, including the administration of documentation for enforcement action; and
  • investigation of complaints and carrying out appropriate remedial action.
  • Experience of carrying out on site inspections and surveys.

OR

  • be able to demonstrate, by providing personal and specific examples on the application form, at least TWO years' relevant experience in each of the following two areas:
  • legislative enforcement and application, including the administration of documentation for enforcement action; and
  • investigation of complaints and carrying out appropriate remedial action.
  • Experience of carrying out on site inspections and surveys.

Applicants must, as at the closing date for applications, possess a full, current driving licence which enables them to drive in Northern Ireland and a car available for business use, or, have access to a form of transport which will enable them to meet the requirements of the job in full
